Under contract to Louisiana TIMED Managers, Inc. (LTM), GEC’s team of environmental engineers, chemists, environmental scientists, regulatory specialists, biologists, geologists, foresters, botanists and environmental technicians provided turnkey design, permitting, mitigation, project implementation and compliance services for the construction of 35 project segments comprising approximately 260 miles of new highways addressed in DOTD’s Transportation Infrastructure for Economic Development (TIMED) Program.
Environmental Program Management Services
American Society for Testing and Materials (ASTM) Standard E 1527 Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process to identify more than 220 recognized environmental condition (REC) sites, including active and inactive hazardous waste and underground storage tank (UST) sites, within and adjacent to required rights-of-way (ROW);
ASTM E 1903 Standard Practice for Environmental Site Assessments: Phase II Environmental Site Assessment Process work plan development and execution for 190 REC sites addressing site characteristics, hazardous features, utilities, right-of-entry, constituents of concern, sampling methodology, laboratory requirements, site safety and site restoration;
Louisiana Department of Environmental Quality Risk Evaluation / Corrective Action Program (RECAP) and Underground Storage Tank Closure / Change in Service Guidance Document evaluations of more than 100 sites to determine contaminant delineation, closure and remediation requirements, cost estimates and associated regulatory agency coordination and notification requirements;
Asbestos Inspections for more than 700 structures demolished within ROW required for project construction in accordance with the Louisiana Administrative Code, Title 33, Part III (LAC 33:III);
Cultural Resources Investigations, assessment and impact mitigation in consultation with the State Historic Preservation Office in accordance with the National Historic Preservation Act and the Cultural Resources Code of Louisiana;
Wetland Delineations, permit applications and impact mitigation with three U.S. Army Corps of Engineers districts in accordance with the 1987 U.S. Army Corps of Engineers Wetland Delineation Manual and Section 404 of the Clean Water Act, as amended;
Water Quality Certification permitting with the Louisiana Department of Environmental Quality in accordance with Section 401 of the Clean Water Act, as amended;
General Storm Water for Construction Activities permitting with the Louisiana Department of Environmental Quality in accordance with Section 402 of the Clean Water Act, as amended, and preparation of Storm Water Pollution Prevention Plans (SWPPP);
Bridge Site Selection and planning with the U.S. Coast Guard in accordance with the General Bridge Act of 1946, the Rivers and Harbors Act of 1899, as amended;
Scenic Stream Design and Permitting with the Louisiana Department of Wildlife and Fisheries in accordance with the Louisiana Natural and Scenic Rivers Act;
Biological Surveys, planning and design coordination with the U.S. Fish and Wildlife Service and the Louisiana Department of Wildlife and Fisheries to avoid and/or mitigate impacts to threatened and endangered species and sensitive habitat;
Sole Source Aquifer planning and mitigation in consultation with the U.S. Environmental Protection Agency in accordance with the Safe Drinking Water Act.
