Mr. Perry has 36 years experience in the planning and evaluation of major water resource projects. He received a B.S. degree in economics in 1971 and has devoted most of his career to the economic analysis of major water projects across the U.S. and Caribbean. As Manager of the Economics Department, Mr. Perry has provided technical direction and project management for over 300 projects involving the economic impacts of flood control, water supply, navigation, dredge materials, ecosystem restoration, and recreation projects.

Kevin H. Horn, Ph.D.
Senior Consultant
Dr. Kevin Horn is responsible for the transportation economics and related impacts. Dr. Horn has over 35 years of experience in transportation and logistics economics and financial analysis, with a particular focus on freight and intermodal operations related to ports and railroads. Before joining GEC, Dr. Horn was a Senior Manager with AECOM Consulting, responsible for the freight, intermodal and logistics practice of the firm. Dr. Horn was a Research Professor with the National Ports and Waterways Institute and Senior Intermodal Analyst with Louis Berger Group. His past experience includes port and intermodal transport capacity and investment stimulation studies, benefit cost analysis of river and harbor navigation improvements, vessel fleet cost analysis and size projections, and port and marine terminal privatization. He has rail freight operations, trucking, and warehousing experience in conjunction with logistics and distribution planning.

Daniel S. Maher
Project Manager
Mr. Maher received his M.S. in agricultural economics from Louisiana State University in 1988. He has 20 years experience in the conduct and management of economic impact and economic feasibility studies for large public works projects. His experience in project planning includes development of project management plans, conduct of project feasibility studies, analysis of economic impacts of existing and proposed projects, evaluation of ecosystem restoration projects, municipal and industrial water demand analysis.

Mr. Bagur has been in the field of applied research for 36 years and has directed or been involved in hundreds of projects involving education, economic development, industrial feasibility, institutional structures, the environment, socioeconomic impact, regional planning, community planning, special needs populations, and public involvement.

M. Scott Kay
Economist
Mr. Kay received his B.A. in quantitative economics from Louisiana State University in 2007. He has reviewed current and past reports pertaining to navigation studies for the Army Corp of Engineers, which determined the NED benefits for the project. In addition, he participated in re-developing the Army Corp of Engineers manuals on computing navigational NED benefits and cost. Also, he has taken part in studies dealing with forecasting vessel traffic and economic benefits of inland water ways.
