Laura Carnes is the Senior Vice President of GEC’s Coastal, Environmental, and Water Resources Division. As Senior Vice President, Ms. Carnes is responsible for overseeing environmental, coastal engineering, and water resources staff in GEC’s Louisiana, Florida, and California offices.
Ms. Carnes joined GEC in 2006 and has more than 16 years of experience leading the environmental planning and compliance process for various types of projects including coastal restoration, navigation, flood risk management, transportation, military, hazard mitigation, and natural gas projects. Ms. Carnes’ expertise lies in multi-agency permitting and leading NEPA and planning studies. Clients have included the U.S. Army Corps of Engineers (USACE), the Louisiana Coastal Protection and Restoration Authority (CPRA), the Federal Highway Administration (FHWA), the Federal Energy Regulatory Commission (FERC), the Federal Emergency Management Agency (FEMA), the National Oceanic and Atmospheric Administration (NOAA), and others. Ms. Carnes graduated from Penn State in 2002 with an M.S. in Geography.
