Bliss Kelley Bernard, P.E. is a licensed Professional Civil Engineer in the States of Louisiana, Texas, and Mississippi, with 8 years of environmental, transportation, water resources, coastal, and planning experience with a specialization in NEPA and environmental and engineering studies. Her experience also includes project management, leadership, marketing, client relations, business development, and public outreach.
She has extensive knowledge with the National Environmental Policy Act (NEPA) regulations, and she has served as the Project Manager on numerous Environmental Assessments and Environmental Impact Statements for a variety of federal and state agencies, such as FHWA, USDA, NRCS, USACE, NPS, NRDA, LATIG, LADOTD, and CPRA. Her successful experience with various agencies and multi-disciplinary environmental studies brings a unique expertise, broader knowledge, and the ability to sustainably manage a range of Environmental Assessments.
Mrs. Bernard is a professional member of Louisiana Engineering Society (LES), where she currently serves as a board member (Treasurer) for the Baton Rouge Chapter, American Council of Engineering Companies (ACEC), Women in Transportation (WTS), and Louisiana Municipal Association (LMA). She was awarded the 2020-2021 LES Baton Rouge Chapter F. Hugh Coughlin Young Engineer Award and the 2021 ACEC of Louisiana Robby Cangelosi Young Engineer Award in recognition of her outstanding accomplishments in the engineering profession and community contribution. In addition to involvement directly within engineering, Bliss is a dedicated and active member of her community and currently serves as an elected official in her hometown, Addis, LA. She was elected November 2020 and began her first term as Councilwoman in January 2021. She serves on the drainage and roadway committees.
Ms. Bernard is proficient in ArcGIS, Microstation, HEC-RAS, HEC-HMS, LADOTD’s HYDRWIN, and has attended the ATSSA Traffic Control Technician, Traffic Control Supervisor, and Certified Flagger training courses, the NHI Course NEPA & the Transportation Decision-Making Process, the LADOTD Highway Safety Manual Course, and has completed the LADOTD Traffic Engineering Process and Report Training Class Modules 1, 2, and 3.
